The existing edge connection method based on C2 (command and control) network model can only reflect the importance of local network nodes and only focus on the network connectivity, so it is difficult to reflect the lack of network local features. To solve this problem, a method of constructing command and control network model based on multi-attribute weighting is proposed. The node own attributes including command capability, and node task related degrees and spatial distance are defined. The degree and the betweenness are combined, and the local and global characteristics of the network are considered comprehensively to express the nodes' network properties. Combined with self-attribute weighting, command and control network edge-link strategy algorithm based on multi-attribute is designed. The simulation results show that the proposed network model has the characteristics of free-scale, higher network efficiency and stronger network invulnerability.
